Riverside Public Utilities pays you the “Avoided Cost” (wholesale) rate for your solar energy, but charges you full retail to buy it back. Stop the cycle. Store your power and keep the savings.
Valid for RPU & SCE customers.
You Aren't on NEM 3.0... But It's Close.
If you live in the City of Riverside, you have Riverside Public Utilities (RPU), not Southern California Edison. This means you aren’t subject to state-mandated NEM 3.0 rules.
The Catch
However, RPU has its own rule called the Self-Generation Program. Under this plan, RPU credits you for excess solar at their ‘Avoided Cost’ rate.
What they charge you: ~20¢ - 35¢ per kWh (Retail).
What they pay you: ~7¢ - 8¢ per kWh (Wholesale).
The Catch
If you send power to RPU, you lose money. You need to keep it.
Beating the 4 PM - 9 PM Heat Spike
Riverside summers are brutal. When everyone turns on their AC at 5:00 PM, RPU’s Time-of-Use (TOU) rates hit their peak price.
The Solar Problem
Your solar panels stop producing right when you need them most (sunset). Without a battery, you are forced to buy expensive grid power all evening.
The Battery Fix
A battery stores your cheap midday solar power and deploys it automatically from 4 PM to 9 PM. You run your AC on sunshine, even after dark.
Riverside-Specific Incentives
In addition to the 30% Federal Tax Credit, RPU offers cash rebates for efficiency upgrades that pair perfectly with solar:
High-Efficiency AC Rebate
Get cash back for upgrading your old AC unit (essential for solar efficiency).
Pool Pump Rebate
Save money by upgrading to a variable-speed pool pump.
Shade Tree Coupon
RPU offers incentives for planting trees to lower your cooling load.
Blackout Protection
RPU is generally reliable, but extreme heat strains the transformers. A Solar + Battery system acts as your personal backup generator. If the neighborhood transformer blows, your house stays powered.
